If you have young kids, I would suggest the zoo. First of all, it is closer to downtown, so it's just a shorter car ride to get there. Second, the zoo is made to be kid friendly with climbing structures and places where you can play a bit. Third the zoo is made for public viewing, so you walk around and see the animals in their enclosure (it's meant to be for people to enjoy seeing animals).
The Safari Park is more of a conservation establishment and the "public viewing" part is there as an after thought. It is a far drive to get there. It is hot there because it is inland. You have to walk a long distance to get to each animal location. Once there, there is no guarantee that you will see the animals because each enclosure is very large. It could be that the giraffes are far far away in the distance. Kids wont' like walking that far just to see a tiny rhino far far away. The Safari Park is sort of kid friendly, but not as much as the zoo.
The San Diego Zoo was one of the highlights of my World travels. They have double decker buses that take you around the park with travel guides who point out the best scenes. Once you feel comfortable , then you travel with the kids. We came within inches of the Worlds deadliest Snake, and Giant Polar bears The kids loved it !

zoo, much easier to get around, a lot more to see, and parking is free as well
Just realize that if you have small kids/babies the double-wide strollers WILL NOT fit on the escalators they have that go up the hills
