How are the San Diego fishing piers in late January?

Or is it better to go on a 1/2 or 3/4 day party boat? Anyone have any thoughts or recommendations?

Wow! A fishing question actually appears here. Welcome to San Diego.
I hate to say this, but January is a crummy time to go fishing here. Here's why: The ocean is cold so the bigger fish stay away. The weather is unpredictable so you could have high winds, cold temperatures and very rough seas in January. About all you will catch are Rock Cod, Cow Cod and Ling Cod. They are all deep water fish and are near dead after you reel them up due to decompression problems. Even with warmer weather and nice boating conditions the bottom fish are all the sport fishing boats will actually produce. That's not to say that Bonita and Barracuda could bite your hook, but probably not.
On the piers you may get a bass, sand shark or a stingray. The best time to fish in San Diego is when the ocean temps get over 64 degrees. The bigger fish follow the currents of the warmer water and come into the San Diego fishing zones. That doesn't usually happen until May-June-July and August.
Whether you choose a sport fishing boat or fish off a pier I would be willing to bet you catch very few fish and nothing of any good size. If you have a choice of when to visit San Diego to fish I strongly suggest the summer months. If you have to come in January then let the weather dictate where you fish. If it's nice and calm go out in the boat. If it's windy and cold then try the piers because you can always pack it in and go home at very little cost to you. Good luck!
