This isn't a travel question.
I suggest you look in the phone book's yellow pages under "dance instruction" or something like that. Yes, I'm sure the lessons will be expensive. You are paying for the expertise of the teacher, use of the facilities, etc. You may be able to find lessons through some type of community center program or outreach program for underprivileged kids or you may be able to find lessons offered on a sliding scale, but you'd probably have to do some searching for that. If there is a ballet company in San Diego, you could call them and ask whether they offer or know of any such programs.

Start by joining a ballet class offered by a community center. I think Doyle Rec Center and North Univ rec center has ballet classes for young children.
Next try the youth rec classes at the UCSD. They have a very good program for youths and goes up to 17 year olds where they go to competitions. At the university setting, they have all the good equipment unlike the community rec centers which are more modest.
