I have small electric stoves and a couple of small pots and pans I plan on taking in my luggage to a hotel in San Diego. I'll be staying a week. It is a Best Western. They offer only a Microwave and Fridge, and I refuse to eat out everyday. Would I be able to get away with cooking in the hotel room?

You should book your room in a hotel with a mini-kitchen. Like a Residence Inn, Extended Stay America, Towneplace Suites, Homewood Suites, etc.

Most hotels forbid cooking in a room not equipped with a kitchen because their fire insurance won't allow it. If you have a microwave, however, there are any number of foods available in grocery stores that can be microwaved, not to mention cold foods such as sandwiches, salads and cereals. If you don't mind leftovers, when you do go out look for a restaurant that serves generous portions and save some for later.
