I want to be in PB, La Jolla, Mission Beach area or downtown close to the gaslamp, horton plaza area

If you are willing to pay $1200 you can easily find a place in PB, MB, and downtown and maybe La Jolla. LJ might be a little tougher finding something that cheap.
There are plenty of places in Pacific Beach where you can get a one bedroom for under $1200. All the really big apt complexs like Avalon or Bay Pointe have 1 bedrooms for that much or less. A one bedroom in a small complex next door to my apt off of Ingraham St near Chalcedony is asking $975. Most of the one bedrooms I see advertised in PB are $1200 or less. Mission Beach is probably gonna be a little higher and harder to find. 9 month leases from Sep to June in MB are failry reasonable and cheap. And the apts in MB tend to be smaller than elsewhere, but it;s not too hard to find a place for that much. La Jolla though will be a the priciest out of all of them b/c the apartments there are much newer and nicer than PB or MB. There are plenty of apts near downtown for that much but they will not be in the nicer, newer buildings.
Craigslist, SdReader.com, SignonSanDiego.com are all good sites to find rentals. Or just driving around in the neighborhood you want to live you will find plenty of apartments for rent. Also be aware right now apts are going fast for the summer, it's easier to rent in Sept once all the tourists and summer vacationers leave.

You have named four of the five most expensive areas in the metro area. While not impossible to find, realize that a loft or one-bedroom apartment will be very rare and the competition for affordable housing here in the area is extremely high.
Many of the apartments and condos located near the beach areas do not lease out for a year at a time. They only rent out from September through May and then rent by the week to tourists during the summer months. So, when looking in those areas, pay careful attention to the length of the lease and the lease terms. What may seem cheap for the area may only be a 6 or 9 month deal and you will have to be out of the place at teh end of it.
Unless you have much deeper pockets or are willing to locate east of Interstate 15, you may be limiting yourself. generally, anything west of Interstate 5 is going to be consistently the most expensive for what you get.

La Jolla is definitely expensive. PB and OB would be within that price range and if you have a dog even better (very dog friendly in OB area). Not sure if you are interested in having roommates, but if you want to live in the nicer areas that would be the way to go. You may want to check craigslist.com for rentals.

Good Luck! With all the places you listed the average apartment is going for about 1500 per month. Mission beach would be the cheapest of the ones listed.
